イヤホンやヘッドホンで音楽などを聞きながら自転車などを運転することについて、東京や大阪、福岡など３４都道府県が、公安委員会規則などで禁止していることが、読売新聞の全国調査で明らかになった。

　事故の危険性を懸念する住民からの要望などを踏まえ、過半数の１８府県がこの３年間で規則を設けていた。

　交通ルールやマナーなどを定めた「交通の方法に関する教則」が２００８年に一部改正され、自転車を運転しながらの携帯電話やヘッドホンの使用について利用者にやめるよう呼びかけており、改正を受けたケースも多いとみられる。

　現在、道路交通法の本則では自転車の「聞きながら運転」を禁止していない。

　しかし、都道府県の公安委員会は、道交法に基づき、地域の交通事情に応じて施行細則などで規制内容を定めることが可能で、独自に都道府県が禁止の条項を設けている。

　条例で定めている京都府を除き、違反した場合は、５万円以下の罰金が科せられる。

　自転車の「聞きながら運転」による事故の統計はないが、今年９月には、埼玉県内の踏切で、イヤホンを着けて自転車に乗っていた大学生が電車の接近に気付かずにはねられて一時重体となる事故も起きている。
